Waiting for blacktop

The temporary ramp on the Indiana side of the river is ready for asphalt, according to engineers. Concrete traffic barriers line the roadway on each side of the ramp. The asphalt phase of the project is on hold until spring. Much other work has been on hold due to high river levels as evidenced in this aerial view.
