Bridge over troubled water

River levels have hampered progress on construction of the new Milton-Madison bridge in recent days due to excessive amounts of rain in the Ohio River Valley. Water levels are projected to drop five feet by Friday. While the lower riverbank in Madison is completely submerged, the Milton riverbank is a sea of mud. Workmen hope to resume rehabilitation of the piers soon after water levels subside.
